Duration:

The course will last nine teaching weeks (plus one week for Module 0 and two weeks for retakes) organised in weekly modules.


Course dates:  October 8 to December 9 2018 (a total of 9 weeks).

 


Applicant profile:

This course is only open to participants who have been invited to take part by the Directing Body. 

A total of 45 participants will be selected. Generally speaking, participants will be civil servants from customs authorities, ministries, national agencies and agents from the Latin American private sector, who are involved in the regulation, control and taxation of foreign trade.

Participants must hold a university degree or equivalent. Professional experience of at least three years relating to customs or other tax departments is advised.


Price for the general public:

The price for participants without a grant is USD 3,000.00.

However, in order to contribute to modernisation and institution building in Latin America, the Inter-American Development Bank (IADB) has provided 40 grants for all Latin American participants who pass the selection process.


Teaching methods:

This is an online course delivered on a virtual platform on which a small group of participants (40) will all start and finish the training at the same time. During this period, participants will be monitored on a regular basis according to a systematic and individualised monitoring plan. The activities on this course are designed to maximise collaborative learning among participants, and between participants and the course teacher.

Senior customs and trade expert negotiator for the Chilean Government for Free Trade Agreements (FTAs). Responsible for leading customs implementation and administration and providing technical advice to the private sector in the utilization of the FTA agreements. Appointed official representative for Chile before international organizations such as the WTO, APEC, WCO, MERCOSUR and ALADI and presented the official policies of Chile to these bodies. Inter-American Development Bank IADB consultant in Washington DC, at the Integration and trade Section. Professor for the regional WTO course in LATAM. Hold a Masters of Business Administration –MBA- from Babson College and a Master of Public Policy –MPP- from the University of Chile. and a Business degree. 


Michael W. Wason is currently the Deputy Permanent Secretary, Investment Division, Ministry of Finance, Economic Affairs and Investmant.  Prior to his appointment as Chief Economist from 2002 to 2016, he served as Chief Price Control Officer in the Ministry of Commerce for three years.  In addition, he has over 35 years of experience working at various levels within the public service.  He has been a teacher, researcher, trade negotiator, manager and administrator.  Michael completed his Executive Masters and Bachelor of Science degrees at the University of the West Indies in Business Administration and pure Economics  respectively.  In recent years, he has focused on enhancing his professional qualifications in the areas of Strategic Customs Planning and Management, international trade, information and communication technologies, competition policy and industrial  economics.  Michael has represented Barbados at various international fora as part of the CARICOM negotiating team and technocrat and also as a panellist/presenter.

These materials have been revised in light of the ministerial decisions taken in the framework of the 9th World Trade Organization Ministerial Conference held in Bali, Indonesia, in December 2013. The adjustments were made in order to reflect a higher alignment between the course topics and the priorities identified in Bali’s Ministerial Declaration and decisions, where all IDB members participated.

Certification

The Inter-American Development Bank (IADB), through its Integration and Trade Sector in collaboration with the Inter-American Institute for Economic and Social Development Bank (INDES) and their Learning and Knowledge Sector, will issued a certificate of achievement to all participants who fulfil the aims of the course and pass the corresponding assessment tests.

The Directing Body, based on each tutor's assessment of participation in the proposed activities, will be responsible for deciding if the participant meets the minimum criteria for receiving the diploma.


Feedback and Quality Improvement:

All participants will be asked to answer a satisfaction survey. The CEDDET Foundation guarantees the responses will remain strictly anonymous since all data is stored on the server of a notary in Spain.
